From memory, there has been quite a number of postings recently describing these new tanks as faulty. You would have to check the actual measurement at the sensor to be sure. A turkey baster-type tool is great to remove the coolant from the tank without a spill. The sensor is separate, as you know, and I believe the fault is with the float inside the tank. In short, you likely did nothing wrong, but were provided a faulty tank. There is likely a bad batch of these tanks out there, and we have somehow been put in charge of quality control.

To determine if it's a harness or a sensor fault, disconnect the harness and bridge across bridge the two pins of the brown connector using a short length of wire or even an opened paper clip. With the ignition ON, bridged/open alternately should set the warning ON/OFF. If this doesn't happen, there's a harness fault; if it does, the issue is with the sensor.
The sensors are known to stick so I wouldn't even bother to get into considerations of testing - the only real option is replacement. If you purchased a new OE Expansion Tank, it will have come complete with sensor. Send the Tank back for a replacement.
