I would check your brake switch is is the most common problem.

The 97 cruise is vacuum controlled. I had a similar problem which was caused by a leak in a perished vacuum line. There are 3 valves mounted in the right hand side wing, which control the cruise. Check all the vacuum lines too and from this area, especially where they connect to the valves. Follow the vac tube from the throttle body along the firewall and into the Wing.
You need to remove the wheel arch covers to get access to the valves. Easy fix if you can find the leak. If that all seems ok, try the brake switch as the next option.
