Just a hunch but I don't think DOT regulations matter in Taiwan where the OP's located.

Unbelievable, love a nice photoshop, but the XJ-S my friend bought as a project car had this incredible intake mounted, including a huge hole in the bonnet.
Needles to say it was removed during the restoration process ... heck, maybe he still has it laying around somewhere
Temporarily, I would go to a sign shop and have them cut two small circles out of a metallic silver, "air release" wrap material. Avery SW900 is a good material for the job. Best to find someone with a scrap. Sign shop won't want to order material for a couple of 1" diameter circles, but could easily throw a scrap in their machine. You might have them print four, and put the "band aids" on both sides of the holes to keep out water.
Well, it took some weeks as the car was parked up, waiting for some interior stuff.
But, the temporary solution is there
It is a far cry from acceptable for me, but it will do for the coming months, till I have finished the long list of other stuff.
Some welding and a respray will hopefully the finishing touch.
I can't imagine someone waking up in the morning and deciding to drill holes in the hood of an XK8 for any reason, and two hood ornaments on one car look silly. I've seen a few of these and it makes me wonder what they were thinking.
