I don't think there is an effective method for doing a whole windsheild. I have polished out scratches with cerium oxide (finishing compound) with some success. Below is a link I found. It might help you out.

Using one of the rain guard products like Rain-X can help a little. The product "fills" in the minor pits. Polishing can also help, but be cautious. You can make it worse.
After that, it's get a new windshield. They do wear out just like any other part of the car as they take quite a bit of abuse from road debris. Check out under your front end and you'll get the idea from what it does to the paint.
