Since no one else has ventured their opinion on this, I'll speak from general experience, not specific to the Jaguar radio. The volume control is most likely a rotational optical encoder, not a traditional potentiometer that you once found in this application. When turned, it issues a pulse train that is interpreted by the microprocessor to determine in which direction it is turned, and how much it is turned. If you're getting the wrong response, or no response at all, one or both of the channels are no longer operating.
If you could remove and disassemble the radio unit, you might find it a common enough component that you can find a replacement. For me, I think I would be satisfied that my steering wheel controls still worked! If you do dive in, please let us (me!) know what you find.
Good luck,
Steve
