I have the same issue, the webbing is pretty nasty and the belt retractor is really slow. I found a replacement webbing - which was not easy to do - and there is a seatbelt company that will re-web my seat belts for $40 each if I provide the webbing. The webbing was really inexpensive IIRC under $50 for enough for all 4 belts.

I removed them from the car and cleaned them on the kitchen counter. Looked like new again.

I speed up rothwell's process by leaving the belt assembly in the vehicle.
1. fully extend the belt hold it like that with a clothes peg or plastic clamp
2. disconnect the bottom bolt so most of the belt can be taken out of the vehicle
3. clean the belt by gently scrubbing with product of choice
4. rinse off with clean water
5. leave extended until fully dry
The section of the belt nearest the reel never comes out in regular use and is rarely dirty. It's usually only the centre section that needs attention.
