What is the factory spacing from fender arch to tire?

If your mounts are crumbling, that's the place to start. Shocks won't hurt, but the Bilsteins tend to last quite a few miles. If they are not leaking, then they may be OK.
Have you given it the bounce test? Push up and down on the fender several times and let go. If it continues to bounce on its own (more than once or maybe twice) the shocks could also be bad.

Low front ride height.
I have a low mileage 1997 XK8. The front end is at least two inches low. It is 13 1/2 inches from center of wheel to apex. I also had a lot of squeak noise in my shock area until I sprayed JB80 in that area. Shocks seem to be OK. Do I have weak springs or shock mounts. I plan on going through the front end this winter. Not sure what to replace. Thanks

FYI: Springs never get a day off unless your car is up on jackstands with the suspension hanging down. Gravity never takes a day off either. Springs just can't help but sloooooooooowly lose their original ride height. Couple this with worn, oxidized and deteriorated bushings and you have our cars in their present 10+ year old state.
What to change and how much to invest in returning a car to "factory" spec. (or better) depends on your intended use. Sunday drives and grocery runs are probably ok for what we have now, but if you crave performance, replace every part that can and has worn out over time.

Several months ago one of the members had a project where he made a spacer from a plastic cutting board to increase the ride height. I did a similar mod on my Z3 after installing after market lowering springs that created too much negative camber.
If OEM springs were not so expensive I would just buy a set, but adding a 1/2" spacer would certainly help correct the camber at a negligible expense. I'm going to do a search and see if I can get any follow up on the install.
