Only problem, I'm not able to open the access panel in the wheel arch to disconnect the sounder. There seems to be a clip in the bottom and something that spins freely in the center, but I'm not able to open the clip. Any trick I'm missing? Follow the guiding principle "When force doesn't bring satisfactory results, apply additional force"?
You should be able to turn the fastener 90 degrees and the access panel will unlock from the webbing in front of it .

PS. You might have to snake your other hand around in front of the access panel and push towards the panel, ie push towards the rear of the car as you turn the fastener with your other hand to get the fastener to disengage. I have to do that when installing the panel
A little more info: the center “spinner” is unlocked when the handle is vertical. As zray said, bulge out the middle of the panel, then get your hand inside and pop out the bottom, and finally slide it downwards to disengage the top
Here’s what the bottom clip looks like. It looks like you should be able to squeeze the tab that’s visible on the outside, but that’s never worked for me

2 things:
1) it's easy as hell to remove the entire inner wheel liner. I don't know how I got anything done working through that little access panel before
2) check and double check that the access panel is secured. If its not, you won't even realize its gone until 100 miles later and your trying to figure out why your your low beam lights work intermittently (water egress from the long gone panel - ask me how I know ;-)

not to worry, it does a bit of folding like an accordion and you can release the top and bottom extensions that are holding it in place.
as pointed out by Johnken , with the wheel taken off, it’s just about as easy to remove the whole wheel liner. There’s a lot to see under it, and you might notice something needing attention.

PS when I lost an access panel I made one out of an old round plastic trash can with tabs and everything
The curve of the trash can was close enough to so it stayed in place I just cut it out with a large pair of shears and trimmed with scissors. it stayed in place
long enough for me to order a correct part.
Zray, Good idea about the trash can!!! To all, I said it before, but don't drive around with no access cover. That cost me $150 one night.
Pulled over for no headlight (damm thing was working 5 minutes ago I thought). Assho/e cop gave me a ticket for a Jaguar frame / border around my rear license plate! Turns out that water got into the xenon transformer = intermittent light..
