I have moved your post from the forum for the X308 (XJ8 Sedans/Saloons) to the forum for the X100, which is the Jaguar factory project code for your 1997 XK8. Here you will find knowledgeable owners of similar cars.
I assume your car has an AJ26 engine, in which case I believe the VVT is just a two-stage design (rather than the later continuously-variable operation of the AJ27), so is it possible you are not observing the solenoids under the engine operating conditions during which they should operate?
What has prompted you to test the solenoids? Does your car have one or more diagnostic trouble codes flagged? If so, please post the exact codes here for the most helpful replies.

OK, so the solenoid(s) appear(s) to be behaving.
The solenoids aren't energised when the motor is at rest or at low RPM, so 12V on both pins of the connector is to be expected in that scenario.
Can you expand on what you mean by 'rattle', and have any codes been thrown?
